Northwest Indian Alcohol/ Drug Certification Board
About the Board
The Northwest Indian Council on Chemical Dependency (NWICCD) was established in 1972, to represent all Native American Chemical Dependency Programs in the three state area of Washington, Oregon, and Idaho. The NWICCD believes that certification standards for Native American Chemical Dependency Counselors must be established by people working in Native American Chemical Dependency Programs. Based upon this premise the NWICCD elected delegates to form the Northwest Indian Alcohol/Drug Specialization Board. Certification by the NWICCD is approved by the states of Washington, Oregon, and Idaho.

  4. Dr.J.Russell Willis
    Dr. J. Russell Willis is an Endowed Professor of Sociology at Grambling State University. He has professional experience in the following areas: Substance abuse and Substance Abuse Treatment, Counseling & Clinical Sociology, Rural Health, Public health Policy, HIV/AIDS, Minority Health In 2002, Dr. Willis served as a Fulbright Scholar at Fudan University, in Shanghai, China. His research interest includes; health disparities among minorities and the larger population. His Ongoing research includes: A longitudinal study of Poverty in the Delta and the Texas Borderlands, in conjunction with colleagues from LSU, Texas A&M and Mississippi State 2006 to present.
  5. Leon D. Eagle Tail
    Leon D. Eagle Tail has a masters degree in social work for Eastern Washington University and is a retired behavior health specialist. He has been specializing in Aging Studies since May of 2004. He is also a Chemical Dependency Counselor Level III.
